Because Price Hill is such a large neighborhood, a number of sub-neighborhoods have emerged. This strategy focuses on specific strategies for three sub-neighborhoods in which Price Hill Will is most active: Cedar Grove, the Incline District, and Seminary Square. Additionally, other areas/sub-neighborhoods will be identified for study and the creation of re-development strategies.
Each sub-neighborhood is experiencing a different stage of central city decline and revitalization. Each has a very different housing "micro-market." Therefore each requires a different strategy for redevelopment. While one might need only stabilization of housing stock that has seen minor decline, another necessitates a more comprehensive development plan.
Named for the predecessar to Seton High School, Cedar Grove surrounds two of Cincinnati's most prominant parochial high schools-Seton and Elder. Over the past several years, Cedar Grove has experienced two contrasting trends: homeowners investing in their beautiful old homes while other homes fall into disrepair due to aging homeowners or absentee landlords. What is needed in Cedar Grove is stabilization: a "shoring up" of the housing market.
Located at the hilltop that overlooks downtown Cincinnati, the Ohio River, and Northern Kentucky, the Incline District has a dramatically varied housing stock. Luxury homes with river & downtown views are nestled in the hillside, while just blocks away are far more modest or even blighted homes. The area has great potential to become an attractive urban village.
A plan for Seminary Square was created in 1999, including park and trail development, streetscaping, and housing improvement. In addition, a detailed streetscape plan was developed for Whittier Gardens and two adjacent blocks of Elberon Avenue. Whittier Gardens is defined as the area surrounding the site of the former Whittier School including all or portions of Osage, Mansion, Kensington and Woodlawn Avenues. The Price Hill Land Foundation and Imago began implementation of this plan including the improvement of the park, the planting of trees, and housing rehabilitation.
